Phuket (Sindo) - Nations of the Southeast Asia with China, Japan and South Korea (ASEAN +3) agreed the increase to the emergency reserve fund to be USD120 billion from the previous USD80 billion.

Endangered Tiger Kills 2 Loggers in West Indonesia

JAKARTA, Indonesia – A Sumatran tiger mauled two illegal loggers to death in western Indonesia, bringing to five the number of people killed by the critically endangered cats in less than a month, a conservationist said Sunday.

The tiger attacked a 50-year-old man and his 18-year-old son early Saturday while they slept next to a pile of stolen wood in a protected forest on Sumatra island, about 375 miles (600 kilometers) west of Jakarta, said Didy Wurdjanto of the state conservation agency.

Three people were killed in two separate attacks in late January in the same area. Park rangers last week trapped an adult tigress believed responsible for those deaths and it was being relocated.

The Sumatran tiger is the world's most critically endangered tiger subspecies. Only about 250 are left in the wild, the Forestry Ministry said, compared to about 1,000 in the 1970s.

The tigers' diminishing population is blamed largely on poaching and the destruction of their forest habitat for palm oil and wood pulp plantations.

In some cases the animals roam into villages or plantations in search of food, setting the stage for a conflict with humans.

In the latest attack, however, the animal had not strayed from its habitat so there will be no effort to catch and relocate it, Wurdjanto said. "This time it was the loggers' fault," he said.

About 40 people were killed by tigers on Sumatra in 2000-2004, according to the state conservation agency, which said the trend has continued since then. New figures are to be released in April.

US Secretary of State Hillary Clinton looked to waste no time during her tightly arranged visit to Indonesia, which wound up Thursday.

Her mission to put a new face on US foreign policy, one that was friendlier and willing to be a “better listener” than ever, has seemingly been accomplished.

The new US secretary of state did everything from holding serious talks with Indonesian leaders, to sharing her fancy for classical music in front of a local TV audience.

After meeting with Indonesia Foreign Minister Hassan Wirajuda, visiting the ASEAN Secretariat and having dinner with civil society figures on Wednesday, Clinton appeared on a local TV show, paid a courtesy call on President Susilo Bambang Yudhoyono and visited a slum area in Jakarta on Thursday before departing to South Korea later in the afternoon.

On Thursday morning, Clinton, her face wreathed in smiles, appeared in music program Dahsyat on local broadcaster RCTI, in which the relaxed former first lady shared with the audience her love of classical music.

The TV show also presented famous local singers Melly Goeslaw and Agnes Monica, who asked for a photograph with Clinton.

RCTI corporate secretary Gilang Iskandar told newsportal okezone.com that Clinton enjoyed the talk about music so much that she forgot the interview should have lasted for only 10 minutes instead of 20.

Gilang said RCTI had worked hard to secure Clinton’s approval to appear on the TV show.

During the meeting with President Yudhoyono, Clinton reiterated Washington's willingness to build a “comprehensive partnership” with Indonesia, while praising the latter’s “leading roles” in a number of environmental issues.

She also said predominantly Muslim Indonesia could serve as a model of how Islam, democracy, modernization and the fulfillment of women’s rights could all grow in harmony, according to presidential spokesman Dino Patti Djalal.

Yudhoyono, in return, asked the US to play a bigger role in resolving the Palestine-Israel conflict and to take the lead in global environmental issues.

The President called his meeting with Clinton a “wonderful” and “productive” meeting.

Also present at the 45-minute talk were Acting Coordinating Minister for the Economy Sri Mulyani, Coordinating Minister for the People's Welfare Aburizal Bakrie, State Secretary Hatta Rajasa and Cabinet Secretary Sudi Silalahi.

Through Clinton, the President renewed his invitation to US President Barack Obama to come to Indonesia on the sidelines of the upcoming APEC meeting in Singapore.

Obama has said he would visit a major Muslim nation, in a move aimed at reconciling the US and the Islamic world.

After bidding farewell to Yudho-yono and before stepping into a waiting car, Clinton greeted enthusiastic journalists lined up nearby and shook hands with the lucky ones, leaving others disappointed.

She then paid a visit to Petojo Utara, a residential area in Central Jakarta, where USAID has built a public toilet equipped with a waste treatment facility.

Clinton walked on foot to reach the toilet, during which dozens of neighborhood school students, who had been watching, waved at her. She waved back at them.

However, Clinton missed the chance to have a taste of fried bananas and fried tempe prepared by local housewives.

She stayed only around 15 minutes in Petojo before heading to the airport.

During a press conference at the neighborhood state junior high school SMPN 38, Clinton said she had planned this brief visit as part of her people-to-people approach to diplomacy.

“Through this kind of interaction, I can find out what the public feels and can encourage them to better their quality of life,” she said.

WASHINGTON - After focusing his first month on the economic mess he inherited, President Barack Obama now starts rolling out his own far-reaching agenda with a summit on fiscal policy, his first speech to Congress and the unveiling of his budget for 2010.

This coming week will mark a turning point from what Obama felt compelled to do, to what he wants to do. It also may test how much spending, change and ambition the American people and their elected officials can stomach in a short time.

On Monday, Obama will try to snap Washington's collective mind-set back to fiscal restraint, just days after signing a record-breaking spending plan to stimulate the moribund economy. His afternoon-long "fiscal responsibility summit" at the White House is bound to set off sparks.

Come Thursday, he will send Congress highlights of his budget request. One administration official says it will disclose that Obama plans to cut the federal deficit in half by the end of his first term, mostly by scaling back Iraq war spending, raising taxes on the wealthiest and streamlining government.

Liberals worry that renewed attention to long-term deficits will stall their progressive agenda, which they don't feel should suffer because of transgressions by banks, mortgage lenders and automakers. Some worry that Social Security is being unfairly lumped with Medicare's more serious financial problems, and they are determined to squelch any hints of curbing benefits in the retirement program.

Conservatives worry congressional Democrats will live up to their reputation as free-spenders who ignore calls for restraint, sending the already soaring deficit into the stratosphere.

The debate resonates, albeit less publicly, in the White House, too.

The heart of Obama's economic team - Treasury Secretary Timothy Geithner and chief economic adviser Lawrence Summers - are deficit-wary economists. They are now central to the tug-of-war in the administration and Congress over Obama's grand vision and his team's fiscal pragmatism.

Perhaps a bigger question is how much energy and credulity are left in a political world rocked by stunningly expensive plans to shore up Wall Street, the housing industry and auto manufacturers.

"If you are going to the country with hundreds of billions (of dollars) of fiscal stimulus, and hundreds of billions of financial-sector rescue, and now more for mortgages and more for the auto industry, it becomes very difficult for them to say, 'And now for my real agenda: Health care expansion for hundreds of billions of dollars," said Robert Bixby, executive director of the bipartisan fiscal watchdog group Concord Coalition.

"At that point the political system just chokes up," he said.

Obama is pressing on with at least two other high-profile events this week. He will describe many of his plans before a joint session of Congress on Tuesday night. On Thursday, he presents his 2010 budget highlights.

Ken Baer, a spokesman for the White House Office of Budget and Management, defended the series of initiatives.

"When the house is on fire," he said, "you can't say 'I want to take a long coffee break.'"

Discussions of health care policy will be prominent all week even though Obama has yet to announce a replacement for Tom Daschle, his first choice for health secretary. The former Senate majority leader withdrew after disclosure of income tax problems.

Obama campaigned on promises to reduce health care costs, rein in prescription drug prices, modernize medical record-keeping and improve medical treatment and efficiency.

The newly enacted $787 billion stimulus bill includes $19 billion to convert medical records to electronic forms, and $1.1 billion for research comparing which treatments work best for a particular disease.

The "comparative effectiveness" bid has stirred opposition from some Republicans and medical professionals who say it could lead to government rationing of health care.

The drug manufacturing industry is battling Obama's plan to let the government negotiate lower prescription drug prices for Medicare. The entire medical industry is warily watching his efforts to lower overall health care costs.

That effort is directly tied to the main subject of Monday's summit: addressing the long-term fiscal health of Social Security, Medicare and Medicaid, the nation's increasingly expensive entitlement programs. Obama has said Medicare and Medicaid cannot be fixed without curbing the costs of all U.S. medical care, for the rich, poor, old and young.

Liberal economists embrace the point. They reject the notion that the country faces a crisis in Social Security and Medicare because of an aging baby boom generation.

In congressional testimony last year, Peter Orszag, now Obama's budget director, said the demographic changes facing Social Security and the fate of then-President George W. Bush's tax cuts "pale by comparison over the long term with the impact and challenges of containing growth in the cost of federal health insurance programs."

Perhaps complicating his efforts, Obama has pledged a more honest budget process, which immediately will make the 10-year deficit look about $2.6 trillion larger than it would have otherwise. For instance, he is dropping the pretense that the government will receive huge revenues from the Alternative Minimum Tax, which everyone in Washington knows will be suspended.

"For many years, we've used tricks and gimmicks to mask the size of our irresponsibility," White House press secretary Robert Gibbs said Friday.

Facing such eye-popping deficit numbers and the massive federal spending already gushing from the stimulus and bailout bills, people may need to catch their breath and survey Obama's plans with a cooler, calmer gaze.

"A certain passage of time is going to be necessary now before the political climate catches up with the economic environment," said James Galbraith, an economist at the University of Texas at Austin. "We just made what seems to many people to be a very large investment in reviving the economy."

Nonetheless, he said, the stimulus package probably will be too small to deal with the economy's rapid decline.

"If that's the case," Galbraith said, "there will be time to move larger measures that require more imagination and more initiative."

NASA Delays Space Shuttle Launch a Fourth Time

CAPE CANAVERAL, Fla. – NASA delayed the launch of space shuttle Discovery for a fourth time on Friday amid valve concerns, and managers are uncertain when the flight will take place.

Following a 13-hour meeting at Kennedy Space Center, shuttle managers decided against launching next week. The launch had been targeted for no sooner than Feb. 27; no new date was set.

Officials said they believe they have a realistic shot at launching Discovery to the international space station before mid-March. After that, the shuttle would have to get in line behind a Russian Soyuz launch with a new space station crew, and the next opportunity for Discovery would be after April 6.

NASA originally hoped to send Discovery to the space station, with one final set of solar wings, on Feb. 12. But extra tests were ordered for the valves that control the flow of hydrogen gas into the external fuel tank during liftoff. One of those valves broke during the last shuttle launch in November.

Shuttle program manager John Shannon said "we were really, really close" to approving the launch. But some of the test data were not available until late in the week and did not allow for full scrutiny, and a few small mistakes were found in the data.

"There was just a sense of unease that we did not quite have the rigor that we typically expect for a question like this," Shannon told reporters late Friday night. "It's a very complicated problem."

He said more tests will likely be needed.

NASA wants to make sure if another valve breaks, Discovery and its seven-man crew will be safe. Officials said they're still not certain why the valve cracked on the last flight.

The three valves are located in the shuttle engine compartment and route gaseous hydrogen into the fuel tank to keep it pressurized properly.

Only nine space shuttle flights remain.

DAYTONA BEACH, Fla. – This is what the Daytona 500 is all about – surprises.

Remember Derrike Cope’s win in 1990? Ward Burton in 2002? Ryan Newman last year?

You don’t have to be a big name to win NASCAR’s biggest race, which is more of a crapshoot than anything. Heck, it took Dale Earnhardt 20 tries to win the 500 and in his day no one was better at Daytona than him.

Matt Kenseth’s win Sunday in the 51st running of the Great American Race is as surprising as any of them, partly because he led only one green-flag lap – the last one – and partly because that last one was Lap 152 of what was supposed to be a 200-lap event.

As it turned out, rain was the push Kenseth needed to win at Daytona. Had it come 30 seconds earlier, Elliott Sadler, out of job a month ago and ready to go to court to save it, would have won. Or had it come 30 seconds later, Kevin Harvick, who’s made a habit of winning races at Daytona late, might have overtaken Kenseth.

But as it happened, rain, which cupped the Daytona area like a crescent moon most of the afternoon and into the evening, came just after Kenseth passed Sadler and before Harvick could make a run for the lead.

And that’s how Kenseth became your 2009 Daytona 500 champion.

“I was a little nervous because it was Elliott and then Reed [Sorenson] and [AJ] Allmendinger and all the teammates lined up there,” explained Kenseth, who didn’t win a race last season, “and I was able to get outside Elliott a little bit, and our car was honestly a fair amount quicker than his and I was able to get a run on him and get by him.”

Weather is always a factor when you’re competing outdoors. And though NASCAR could have held off a little longer than the 16 minutes it did between the time the rain came and the time the race was called, it did the right thing. The rain continued to fall long after the weather-induced checkered flag flew and NASCAR certainly didn’t want to crown the champion of its biggest race in the wee hours of the morning (like it did in the July race a few years ago).

So call it what you will, but it is what it is.

In the end, this race will be remembered for two things: weather and the nine-car pileup sparked by Dale Earnhardt Jr. that took out the most dominant car and driver in the race, Kyle Busch.

That one came on Lap 125. To that point, Busch had led 88 laps.

Afterward, Busch was none too pleased with Earnhardt, who had spent most of his day rallying from self-induced pit-road mishaps.

“I think we were the best car,” Busch said. “It’s unfortunate that a guy that’s messed up his whole day on pit road and screwed up, that he has to make our day worse.”

In his defense, Junior blamed it on Brian Vickers, who appeared to block Earnhardt just before Junior tagged Vickers’ bumper, sparking the melee.

Regardless of fault, that wreck opened up an already wide-open field. Out of contention were Busch, Denny Hamlin, Jamie McMurray and Carl Edwards – all front runners.

What was left was a bunch of non-factors who suddenly found themselves as contenders. If there is a bitter pill to swallow, this is it. Yes, Kenseth, who did run near the front for much of the race, won, but his victory has a “musical chairs” feeling to it. He just happened to be the guy standing in front of the empty seat when the music stopped.

It’s not the most exhilarating way to kick off a season, especially not the so-called Super Bowl of racing, but again, it is what it is.

So how do you celebrate a boring ending?

“Oh man, I’m going to paint the town plaid,” Kenseth said.

Chantelle told how she discovered she was expecting after going to her GP with “really bad” stomach pains. She said: “Me and Alfie went. The doctor asked me whether we had sex. I said yes and he said I should do a pregnancy test. He did the test and said I was pregnant. I started crying and didn’t know what to do.

“He said I should tell my mum but I was too scared.

“We didn’t think we would need help from our parents. You don’t really think about that when you find out you are pregnant. You just think your parents will kill you.”

But Penny figured out what was going on after buying Chantelle a T-shirt which revealed her swelling tum.

Chantelle admitted she and Alfie — who are both being supported by their parents — would be accused of being grossly irresponsible. She said: “We know we made a mistake but I wouldn’t change it now. We will be good loving parents.

“I have started a church course and I am going to do work experience helping other young mums.

“I’ll be a great mum and Alfie will be a great dad.”

Chantelle and Maisie were released from hospital yesterday. They are living with Penny, Chantelle’s jobless dad Steve, 43, and her five brothers in a rented council house in Eastbourne. “When you mention money his eyes look away. And she is reliant on her mum and dad. It’s crazy. They have no idea what lies ahead.”

Dennis, who works for a vehicle recovery firm, described Alfie as “a typical 13-year-old boy”.

He said: “He loves computer games, boxing and Manchester United.” Dennis, who has fathered nine kids, told how he was “gobsmacked” when he discovered Alfie was to be a dad, too.

He said: “When I spoke to him he started crying. He said it was the first time he’d had sex, that he didn’t know what he was doing and of the complications that could come.

“I will talk to him again and it will be the birds and the bees talk. Some may say it’s too late but he needs to understand so there is not another baby.”

Culture and Student Life at IIT

The best thing about IITs across the country is that they provide on-campus residential accommodation to students, researchers, and faculty. Students reside in hostels that are uniquely named, all throughout their graduation. Each hostel has a common room that provides facilities like indoor games and a television. Students can gather in the common room to chat with each other or to keep themselves updated about the current events by watching television and reading newspapers. In addition, it is imperative that every IIT student opts of National Cadet Corps (NCC0, National Service Scheme (NSS), or National Sports Organization (NSO) during their first year. Surely, this is an exciting and innovative concept. This helps in the overall growth of the student. IITs across the country have huge grounds that witness different sports like football, hockey, cricket, lawn tennis, badminton, and athletics. In addition, each IIT has nice and big swimming pools for water activities.

All the IITs are known for their technical and cultural events. The different technical events in IITs across the country include Cognizance held at IIT Roorkee, Shaastra held at IIT Chennai, Techkriti held at IIT Kanpur, Kshitij held at IIT Kharagpur, Techfest held at IIT Bombay, Tryst held at IIT Delhi, and Techniche held at IIT Guwahati. These technical fests last for around three to four days and are mostly held between February and March. Of the various technical events held across different IITs Shaastra has earned a name for being the first ever event, managed by students, that incorporates a formal Quality Management System. Kshitij, on the other hand, is known for the maximum number of participants and huge sums of money offered as prizes.

IITs all over the country also host famous cultural events. The different cultural events across different IITs include Thomso held at IIT Roorkee, Mood Indigo held at IIT Mumbai, Spring Fest held at IIT Kharagpur, Saarang held at IIT Chennai, Antaragni held at IIT Kanpur, Alcheringa held at IIT Guwahati, and Rendezvous held at IIT Delhi. The annual fest too lasts for three to four days and hosts a whole lot of entertaining and engaging events.

Added to the technical and cultural events, IIT Mumbai and IIT Kharagpur host some really different and unique festivals. Performing Arts Festival is a unique feature of IIT Mumbai and includes activities and events such as drama, music, fine arts, literature, dance, and debates. All these activities are held at the Open Air Theater in IIT Mumbai’s main campus. On the other hand, IIT Kharagpur hosts the unique festival called Illumination. Celebrated on the eve of Diwali, the festival of lights, the highlight of this festival is the competition between different halls for the prize. As a part of the competition, halls plant vertical columns of bamboo (chatais) on which they place earthen lamps (diyas) that eventually form outlines of people or things that depict a place or an event.

IITs also hold inter-IIT sports called the Annual Inter-IIT Sports Meet. The prestigious award is a running shield that is presented to the IIT that wins the meet. The winning IIT is decided, based on the total number of points that each IIT earns for all the events. The events held at the Annual Inter-IIT Sports Meet include athletics, badminton, cricket, football, basketball, volleyball, water polo, hockey, squash, swimming, lawn tennis, weightlifting, and table tennis.

This culture and student life across different IITs is really interesting and amazing to experience. This is surely one of the reasons why individuals want to be a part of the brand name, IIT.

KONI Unveils National Training Camp for SEA Games 2009

The National Sports Council (KONI) announced Thursday a decentralized training camp for preparations for the Southeast Asian (SEA) Games in Laos in December.

The camp will include 284 athletes from 20 sports, but the national archery, badminton, cycling, soccer, tennis and weight lifting federations have yet to submit their athletes' names "due to technical and administrative reasons".

KONI chairwoman Rita Subowo said the trainees were medalists at the last SEA Games in Thailand in 2007 and had good medal prospects, not just in Laos but at the following Games Jakarta will host in 2011.

The camp unveiling followed an unprecedented move last November by the State Ministry for Youth Affairs and Sports to organize a training program with a view to enhancing Indonesia's medal prospects in 2011. The Top-tier Athletic Program (TAP) features 238 athletes from 20 sports.

While the two might overlap in practice, Rita said she hoped the TAP could ease the burden in preparing athletes for multi-event showcases like the SEA Games.

"With five multi-sports events this year alone, we are glad about the PAL and hopeful it will help. Together we can train and maintain our athletes to enhance their performance at those events," she said during the inauguration ceremony of the training camp in Jakarta.

The decentralized training camp will be held in North Sumatra (water polo, wushu taulo), Riau (golf, sepak takraw, weight lifting), South Sumatra (billiards, soccer), Jakarta (badminton, track-and-field, tennis, table tennis, fin swimming), West Java (cycling, volleyball), East Java (archery, diving, swimming), East Kalimantan (shooting, karate, tae kwon do, wushu shanshou, judo, pencak silat, wrestling) and Maluku (boxing).

This year, KONI plans to participate in five multi-events. The nearest event is the 1st Asian Martial Arts Games in Bangkok from Apr. 25 to May, where Indonesia will send 39 athletes.

Training camp chief for Asian Martial Arts, Madju Daryanto Hutapea, said the 39-athlete quota would not be dominated by KONI's training camp. "The chance is open to TAP athletes. We will scrutinize athletes for both programs a month before the event," he said.

He said a qualified TAP athlete must follow a training program set by KONI.
